BlockChain Security Completes Notabene Integration Ahead of October Travel Rule Rollout

BlockChain Security (BCS) has completed its systems integration with Notabene, the world's largest virtual asset Travel Rule compliance network. As Taiwan's Financial Supervisory Commission (FSC) prepares to phase in the Travel Rule for virtual asset transfers from October 2026, the integration lets domestic Virtual Asset Service Providers (VASPs) meet the requirement without building out multiple messaging protocols themselves — avoiding significant engineering cost and schedule risk.
Regulatory Timeline
The FSC has proposed amendments to the AML/CFT regulations governing virtual asset service providers and plans to issue a public pre-announcement shortly. The first phase, effective October 2026, covers transfers between domestic VASPs; a second phase, deferred to end-2027, extends to cross-border transfers. For transfers above NT$30,000, providers must collect additional identifying details, and the receiving provider must verify the beneficiary information it receives against its own customer records — a step whose impact on existing workflows is often greater than the data transfer itself.

The Travel Rule (FATF Recommendation 16, extended to virtual assets in 2019) is more than data transfer — it also requires counterparty and sanctions screening and auditable recordkeeping. The same architecture covers both the October 2026 domestic phase and the end-2027 cross-border expansion, so providers need not rebuild when cross-border rules take effect — an advantage for firms also operating in markets such as the EU and UK, where no de minimis exemption applies. With roughly two months until the first phase, BCS advises providers to begin counterparty testing early and to design their exception-handling and evidence-retention procedures now, rather than discovering gaps after go-live.
